Suggestions from UP Circle regarding merger of IPs & ASPs
                With reference to CHQ proposal for merger of ASPs & IP cadres our suggestions are as under-
1.        ASP cadre having gazette status is the next promotional cadre of Inspector Post. On merger, IPs promoted as ASPs on or after 01.01.2006 will lose one increment granted on promotion. This will also affect on future financial up gradation after completion of 10, 20 & 30 years of qualifying service under MACP scheme.

2.       IP & ASP cadres are administrative ones and the incumbents hold higher responsibilities in the Postal Divisions and Administrative Offices. Most of them are working on their post with inferiority complex due to less emolument in comparison to their  subordinate officials in HSG II & I cadre working under their jurisdiction drawing equivalent Grade Pay of Rs 4200/- & 4600/-. Therefore, to save IP/ASP/PS Gr B from inferiority   and ensuring effective supervision /control over the subordinate staff, the  GP Rs 4600/- for IP, Rs 4800/- for ASP & Rs 5400/- for PS Gr B should  be considered.

3.       As regards the plea of Ministry of Finance, for not agreeing to upgrade the grade pay of Inspector Post at par with inspector of CBDT/CBEC that ‘there is post of ASP in between Inspector Post and PS Group B whereas no such promotional post is available in the CBDT/CBEC and CSS  hence the post of Inspector Posts is not comparable with Inspectors Income Tax/Excise & Customs’, it Is to mention here that in Department of Post ASP cadre is not in hierarchy of IP cadre since the promotion in PS Group B cadre is based on the seniority list of Inspector Post .  There is no provision for maintenance of separate gradation list of ASP cadre. The promotion in ASP cadre is not essential for promotion in PS Group B, as an Inspector Post can directly be promoted in PS Group B without getting promotion in ASP cadre. Thus the ASP cadre should not be a hindrance for comparing an Inspector Post with Inspector CBDT/CBEC for considering up gradation of Grade Pay Rs 4600/- to Inspect or Post.

4.       In 5th CPC JAOs (non-gazetted) & ASPs both were placed in identical Pay Scale of Rs 6500-10500. In  6th CPC JAOs were placed in  Grade pay  of  Rs 4600/-and later on  merged with higher post of AAO with Grade Pay of Rs 4800/-, while the ASPs having gazetted status placed in Grade Pay of Rs 4600/-up grading the pre revised Pay Scale of 6500-10500 to 7450-11500. This is un-justice and disparity with this cadre and there is no hindrance in up grading the GP of ASP to Rs 4800/-.
