OFFICE MEMORANDUM

Subject: Payment of Dearness Allowance to Central Government employees Revised Rates effective from 1.1.2015,

The undersigned is directed to refer to this Ministry’s Office Memorandum No, 1/2/2014-E-II (B) dated 18th September, 2014 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 107% to 113% with effect from 1st January, 2015.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-II(B) dated 29’h August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5, In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

New Delhi: The Union Cabinet is likely to approve hiking dearness allowance (DA) to 113 per cent from existing 107 per cent benefiting 30 lakh central government employees and 50 lakh pensioners in its meeting scheduled in next week.

“The Union Cabinet will take a proposal to hike Dearness allowance for its employees and dearness relief for its pensioners to 113 per cent in next week as per agenda listed for the meeting,” a source said.

The hike in DA would be effective from the January 1 this year.

As per practice, the government uses Consumer Price Index- Industrial Workers ( CPI-IW) data of the past 12 months to arrive at a quantum for the purpose of any DA hike.

Thus, the CPI-IW from January 1 to December 31, 2014 would be used to take a final call on the matter.

The CPI (IW) of the months January, February, March, April, May, June and July were 237, 238, 239, 242, 244, 246 and 252 respectively.

The consumer price index -industrial workers (CPI-IW) remained stationery at 253 for last five months August to December, 2014.

“The average of the consumer price index -industrial workers (CPI-IW) from January 1, 2014 to December 31, 2014 works out to be 6.3 per cent. Thus the Central government will hike dearness allowance for it employees by 6 per cent,” the source added.

However, the employees’ bodies are pressing hard to merger of 50 percent DA with basic pay but it has not been given heed by the seventh Pay Commission as well as the government.

The merger of 50 percent DA was discontinued in the Sixth Pay Commission but the Fifth Pay Commission had recommended that if the DA crosses more than 50 percent then it should be clubbed with the basic pay.

EXPECTED DA FROM JULY 2015

We can compare the AICPIN values of the past twelve months and calculate the Dearness Allowance for July 2015 for the Central Government Employees and for pensioners

The AICPIN value for Jan 2015 has been released and it stands at 254. For the past five months, the AICPIN value has remained constant at 253.(Aug to Dec) Now, it has risen by a point and stands as 254.

EXPECTED DA FROM JULY 2015

If the AICPIN rises by 1 point each month in the coming five months, then the DA for July 2015 shall be 6 %. If the AICPIN rises few month 2 points other month 1 points,then in July 2015, we can expect to get a raised DA of 7 %.

The DA that we are about to receive may be the last one that we will get during the 6th CPC period (i.e. during the past 10 years). This is because from Jan 2016, the 7th CPC is expected to be put in to effect,then 7th cpc da will be continue.

Central government employees are likely to get 6% DA w.e.f January 2015

Presently, the AICPIN value for the month of December has been released.(253) We need the AICPIN value for the past 12 months in order to calculate how much DA we will get in January 2015. Accordingly, the AICPIN value of all the twelve months has been released now. I have provided the data for your reference below:

In the above table, we can see that the AICPIN value for a period of fIVE months has remained constantly at 253. If we calculate the DA, based on the AICPIN value of twelve months, we arrive at a DA value of 113%. When we compare this DA percentage with the previous one, we find that it has increased by 6%. It is expected that this 6% DA increase will be officially released in the end of February or first week of March after it is approved by the Cabinet.

7% DA from July 2014 – Prompt decision is worth appreciating..!

The Centre has announced an additional 7% DA hike for the Central Government employees and Pensioners from July 2014.

Usually, agendas for central government employees’ DA hike are presented at the Cabinet meeting only on the third or fourth Thursdays of the month. There are times when these decisions were made during the last cabinet meeting of the season. Sometimes, these decisions are not made even during the last meeting and are taken up only during special meeting or at critical times.

On the 4th of this month, out of the blue, the Government announced a 7% DA hike. The cabinet’s announcement gives a positive conclusion to the relentless waiting of the past few weeks.

Dearness Allowance rises to 107% from July 1, 2014 onwards..!

Additional DA from July 2014 : Dearness Allowance rises to 107% from July 1, 2014 onwards..! The Dearness Allowance for Central Government employees and pensioners may increase to 107% from July 1, 2014 onwards. Following the increase in the CPI(I-W) BY 2001 = 100 price index, the twice-every-year Dearness Allowance that is issued to the Central Government employees, the second additional Dearness allowance may possible to  increase to 107% from 01.07.2014 onwards. Last week, the Labour Bureau released the Consumer Price Index for Industrial Workers Base Year 2001=100 for the month of May 2014. The number now stands at 244, following a 2-point increase from the previous month, reflecting a 0.83% hike in prices. Another reason for the increase in number is the 1.65% consolidated rise in price of food groups.  Rice, Coconut Oil, Fish Fresh, Poultry, Milk, Onion, Vegetables & Fruits, Sugar, Cigarette, Electricity Charges, etc. are responsible for the increase in index. However, this increase was restricted to some extent by Petrol putting downward pressure on the index. The year-on-year inflation measured by monthly CPI-IW stood at 7.02 per cent for May, 2014 as compared to 7.08 per cent for the previous month and 10.68 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.66 per cent against 7.76 per cent of the previous month and 13.24 per cent during the corresponding month of the previous year. AICPIN Points on the Ascent Again!

Previously, it was announced that the AICPIN points for the month of April will be released on the 30th. But the Labour Bureau and PIB didn’t release the statistics of AICPIN on that day. Instead of releasing the detailed information transparently in their official websites, the departments chose to unveil the number with an air of secrecy. We had managed to find the number and had published them. Countless people had benefitted from it (Press Release given below). 

The Consumer Price Index (IW), which was on a huge decline in the months of November and December 2013. The number stood at 239 in December 2013, but fell two points to 237 in January 2014. In the following days, it rose steadily by a point each month. This time, the AICPIN number rose by 3 points to now stand at 242. As a result there is a high probability that the next Additional Dearness Allowance could be a substantial one. 

Like we said before, we believe there are chances that it could change from 6% to 7% this time. But, a concrete answer depends on the AICPIN numbers for the next two months.

Expected DA- Status, as of March 2014 Expected Dearness Allowance from July 2014 : This time there is a considerable slackening in the pace of the expected DA. It looks as if there are plenty of reasons for it. As of March, the AICPIN has increased by one point and is at 239. The rapid increase in Consumer Price Index (IW) has been brought under control now. Election is believed to be one of the reasons for it. Since price rise and inflation are under control, there is not much of an increase in All India Consumer Price Index for Industrial Workers. With a fall in the prices of essential commodities, the AICPIN points have actually reduced. Another reason is the reduction of AICPIN by 4 points in December 2013. The Consumer Price Index, which was steadily rising till then, slumped by 4 points. It wasn’t much of a shock then because the Additional DA for the month of January 2014 increased by 10% and had touched 100%. The All India Consumer Price Index for Industrial Workers Base Year 2001=100, which was at 243, fell by 4 points to end up at 239. It again fell by 2 points to touch 237, thus dampening the expectations surrounding the next additional Dearness Allowance announcements. It looks highly unlikely that the AICPIN would rise by 4 points to return to its previous levels. DA CALCULATION SHEET WITH INPUTS OF CPI(I-W) BASE YEAR 2001=100

We are proud to be the first to formulate the DA Table. 

We are aware of the fact that a number of you are very keen on learning how to calculate the Dearness Allowance. Hence, we created this table. At a stage, we ourselves were surprised by the response that it had received.

Let us see, in detail, how DA is calculated. The calculations are very easy. 

First is the month. Then comes the CPI (IW) Base Year 2001=100 and the relevant data. In the next column, you have the sum total of all the 12 months, i.e., the total of the declared AIPCIN numbers for the past 12 months. Next comes the division of the sum total by 12. 

The next step is the most crucial one. You will have to find out by how much it exceeds 115.76. You will have to calculate the excess as percentage of 115.76. 

(12 Monthly Average) – 115.76 

-----------------------------------    X 100  =  Percentage increase in prices (ignore decimals)

Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.1.2014

The Union Cabinet approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent.

Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 100 percent of the basic with effect from 01.01.2014. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

Dearness Allowance from January 2014 will be 100%

It is learnt that DA to be released from January 2014 will be exatctly 100%.

Expected DA from Jan 2014 - Additional DA from Jan 2014 likely to hike by 11%

The one more and another additional Dearness allowance to Central Government employees and Pensioners from Jan 2014 will be announced in the middle of March 2014. 

This is too early and predict the enhancement in percentage of Dearness allowance with effect from January 2014. The prediction and announcement of this hike make us cool, that the additional DA will jump to 101% and another word, an additional DA would be 11%. 

But, still we have to wait for one more month, that the magic number of AICPIN would be increased by 3% and more..! From the existing level of the AICPIN is now 243, if it becomes 246 in end of December 2013, out prediction will be right…or otherwise certainly we would cross century in total Dearness allowance…

Expected DA From Jan 2014 - Possibility Of Increase Of DA By 11%

As per the present state DA has reached 90 %. At this juncture, Central Government Employees are eagerly waiting to know the percentage of increase in the month of Jan 2014. The DA increase in the month of Jan 2014 does have certain importance in it. Because when DA reaches 100%, there is a possibility of increase of certain allowances also simultaneously. 

As per the recent publication of AICPIN value, DA has reached the height of 93.93 % at present. During the coming four months, if the AICPIN value increases by 1point, there is a possibility of DA reaching the 100 % mark. Likewise, if the average becomes 2point, there is a chance of reaching 101 % as DA. During the ensuing four months, based on the value calculation of AICPIN, it would be possible to calculate DA accurately. Still, there is maximum possibility of increase of DA by 11 %

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.7.2013 

The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing rate of 80 per cent. 

Hence, the Central Government employees as well as the pensioners are entitled for DA/DR at the rate of 90 per cent of the basic with effect from 01.07.2013. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission. 

The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs. 10879.60 crore per annum and Rs. 7253.10 crore in the financial year 2013-14 ( i.e. for a period of 8 month from July, 2013 to February 2014).

Recent days living a normal life is very difficult.  Prices of all essential commodities are going high. So Dearness Allowance is the only remedy for CG Employees to fight against price rise.

Any how DA is calculated complete based on arithmetical  calculation. AICPIN released by Labour bureau is required  to calculate DA.L abour bureau already released the data for January, February, March, April, May and June that is 221,223,224,226,228,231 respectively.

Union Cabinet approved DA 8% w.e.f. 1/1/2013.

The Union Cabinet today gave its approval to release an additional installment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2013 at the rate of 8 percent over the existing rate of 72 percent.

Thus, the combined impact on the exchequer on account of both DA and DR would be of the order of Rs.8629.20 crore per annum and Rs. 10067.36 crore in the financial year 2013-14 (that is for a period of 14 months from January, 2013 to February, 2014).
