Indian Railways begins On-Line Recruitment Examination


Taking a new leap forward, Railway Recruitment Board are organizing Pan-India On-line (Computer Based) recruitment examination, for the first time, for 3273 vacancies of Senior Section Engineers and Junior Engineers from 26th August to 4th September, 2015. Applications for this examination were also called Online. Around 18 lakh candidates have applied for this mega On-line (Computer Based) examination. Sharp increase in vacancy to candidate ratio indicates wide popularity and acceptance of On-line mode.
This new format is expected to enhance objectivity, transparency and credibility of Railway Recruitment Board (RRB) exams significantly. This examination is being conducted in 242 cities all over India including far off locations in North East and J&K.
The on-line system is very user friendly and fool-proof, taking care of all the checks and balances. The system allows the candidate to navigate from one question to another with utmost ease and can also be read/attempted in the respective regional languages.

Court stays recruitment process


The Aurangabad bench of the Bombay high court (HC) has stayed the recruitment process being conducted by the postal departmentDuring the entrance examination conducted at 26 centres across the state on March 29, some visually impaired students in Osmanabad were denied entry on the grounds that they were accompanied by writers/scribe having qualification above std X. Thereafter, five visually impaired students had approached the court. 

In January this year, the postal department had invited online applications from eligible candidates for direct recruitment for the posts of postman/mail guard in postal/RMS divisions. 

The department's notification clearly provided specific reservation for visually impaired candidates. Accordingly, the eligible visually impaired candidates applied by January 24 and were provided online admit cards soon. 


Lawyer Swapnil Tawshikar, who filed a writ petition in the HC on behalf of the aggrieved party, told TOI, "In the list of instructions mentioned on the admit cards, visually impaired candidates were allowed to take assistance of scribe/writers for the said examination. However, 25 such candidates, who reached the exam centre in Osmanabad, were not allowed to appear for the examination on the ground that the writers brought by them had education qualification above matriculation." 

Vishal Lohare (24), a native of from Latur district, along with four students decided to represent the 25 candidates who were not allowed to appear for the examination. All the five candidates approached the Aurangabad bench of the Bombay HC and filed a writ petition through lawyers Tawshikar and Anant Devakate. 
Tawshikar said the HC bench comprising justices SS Shinde and PR Bora heard the matter on April 10. The lawyers told the court the guidelines issued by the central government make it clear that visually impaired people can take assistance of writers while appearing for any written examination. The guidelines further mention that there shall be no restrictions on education qualifications, marks and age of the writer.

Minimum educational qualification for open market recruitment to various posts on the Railways

The issue of enhancement of minimum qualification from Matriculation to 12th (+2 standard) to various posts on the railways which presently have minimum entry qualification of Matriculation in Pay Band-1 of Rs. 5200-20200 having Grade Pay of Rs. 1900, Rs. 2000 and Rs. 2400 has been under consideration of this Ministry.
After detailed deliberations it has now been decided by the Board that henceforth following categories in Non-Technical Popular Categories (NTPC) will have the revised qualification as shown in the table below:-

Sub: Conducting of Limited Departmental Competitive Examination for promotion to the cadre of Inspector Posts (66.66%) Departmental quota for the year 2014 o be held on 20thand 21stSeptember, 2014 and LGO Examination, 2014 proposed to be held on 21stSeptember, 2014.

Sir/Madam,

I am directed to refer this office letter No. A-34012/03/2014-DE and A-34012/04/2014-DE dated 3rd June, 2014 wherein the notifications for holding Limited Departmental Competitive Examination for promotion of LGO to the cadre of PA/SA for the year 2014 to be held on 21st September, 2014 and LDCE for promotion to the cadre of Inspector posts for the year 2014 on 20th and 21st September, 2014 were issued.

2. The Outsourced Agency, M/s CMC Ltd. has intimated that conduct of the above mentioned examination on the scheduled dates is not feasible. Therefore, the Competent Authority has ordered to postpone both the departmental examinations. The revised dates would be intimated shortly.

3.  This issues with the approval of the Competent Authority.
